I struggled to pay the water bill and put food on the table, often working two or three jobs and selling my blood to make ends meet! I am a native of Spokane, WA where I attended Eastern Washington University, graduating with BAs in Political Science and Economics.&nbsp; I attended Georgetown University Law Center in Washington, D.C.&nbsp;where I received my JD in 2013.&nbsp; I currently work for a large financial services firm in Denver, monitoring financial transactions to ensure compliance with anti-money laundering laws and regulations.<h4>Too often, the voices of everyday Coloradans are forgotten and missed in the decisions being made that impact them the most!&nbsp;</h4><h4>I have had the honor of serving Broomfield these last four years as City Councilmember for Ward 1.</h4>During my tenure on City Council, I have focused on the budget and the impact of fees and services on the most vulnerable of residents! I have also had the opportunity to serve Broomfield on the Colorado Municipal League Executive Board, as Vice Chair of the NACo Tax and Finance federal polity steering committee, as Vice Chair of the NLC First-Tier Suburbs Council, and as a member of the NLC Tax and Finance federal policy steering committee.&nbsp; I know the struggles that city and county governments face and the challenges in balancing fiscal restraints and the needs of the community.&nbsp;My wife Alexis&nbsp;and I made the decision in 2013 to make Broomfield our home.&nbsp; She is a native of Broomfield, in fact we own her childhood home.&nbsp; Our children, Virginia and Crosby, are 5th generation Colorado natives and 2nd generation natives of Broomfield. Both Children, like their mother, had the opportunity to attend preschool at Bal Swan and Virginia's 2nd and 3rd grade teacher at Mt View Elementary was Alexis' 1st grade teacher!We made the choice to make Broomfield our home because we love the vibrant community and family-friendly environment.&nbsp;Broomfield is a great place to raise a family, but we are facing an education and affordability crisis in Colorado. Our state budget is in crisis, beholden to decisions made over 30 years ago before we had internet. Our education funding is inequitable, with funding levels dependent on which side of the street you live on. And our housing, health care, insurance, and food costs are out of control, beholden to big corporations who only look to further line the pockets of their ultra-wealthy executives and shareholders!

The Trump administration is seeking to destroy our democratic way of life. The Colorado legislature must lead the way in pushing back against these extremes. This includes areas such as:<ul><li>Protecting our people and doctors from the federal government or other states to ensure full and equitable access to health care in all its forms. That includes reproductive health and abortion access.</li><li>Funding the AG's office to push back against all illegal actions and orders</li><li>Instructing the AG's office to establish a task force or other methods so that all subpoenas and judicial warrants from the federal government or other states that seek health care data and/or persons be reviewed before they are complied with. Instruct the AG to seek injunctions against any and all of the above that seek to circumvent Colorado's protection on reproductive freedom</li><li>Strengthen laws that prohibit the sharing of data with the federal government, including regarding the immigration status of our residents.</li><li>Enact laws that prohibit the masking of any law enforcement officers, except in a medical necessity, and require ALL law enforcement (including federal) to wear easily identifiable uniforms, including name and identifying numbers. Authorize the State Patrol and local law enforcement to arrest any individual who does not follow these requirements.</li></ul>

Tabor has put a stranglehold on our most vital services. This years budget crisis (pre HR1 cuts) was a $1.2 Billion deficit. Yet we gave over $8 Billion in Tabor refunds over the last three years. That averages out to less than $500 per person per year. That is less than a set of tires or suspension when your car hits a pothole on a road desperately needing paving!Furthermore, HR 1 demonstrated how beholden Coloradans are to the federal government. Our tax system is linked directly to the federal taxable income. While that may make sense for individual taxpayer. Over $900 MILLLION of the $1,000,000,000 deficit was due to corporate taxes. Of that, 2/3, or over $600,000,000 was tax cuts for "C" Corporations. Big businesses with armies of accountants and lawyers. Simply "decoupling" the C Corp tax code would save everyday Coloradans $600 million per year. Not a tax increase. But not giving big businesses an additional tax break to fund vital education, mental health, and transit needs in our state.We need common sense and equitable tax reform. That is why I am strongly endorsing an advocating for the 2026 ballot measure which would enact a graduated income tax in Colorado. This measure would be a tax cut for 98% of Coloradans, while asking the 2% individuals and corporations to pay their fair share!Every other issues that we face, education, housing, affordibilty, transportaion, all are subject to this issue. We cannot solve the education, affordability, and transportation funding crisis in Colorado without first solving the antiquated and failed tax policy issue. To try to do so is only further tinkering around the edges!

Failed and Inequitable Tax policy

We have a affordability crisis in Colorado. Not just in housing, but in utilities, insurance, health care, and food. These issues are not simple nor easy to fix. They are generational and systemic and will require a complex and multi-pronged sustained effort to make Colorado affordable for all residents!Any and all of these proposals are reliant on an updated tax code, but all need to be explored. These are systemic issues that will not be solved overnight, but we must work to make Colorado affordable for ALL residents!One of the main systemic issues is the fact that average wages have not kept pace with the cost of living in the United States in Colorado. According to the Bell Policy Center (<a href="https://bellpolicy.org/colorado-housing-primer/">Colorado Housing Primer 2022 - The Bell Policy Center), </a>between 2015 and 2022, average wages in Colorado have grown 37% while the purchase price has increased by 3 times that amount at 105%!Many of the solutions I have heard propose to only treat the symptoms of the problem. Affordable unit set asides, vouchers, grants. I support everyone of these policies. But we must do more.Starting with wages. In Broomfield, I supported a measure to enact a local livable wage. Unfortunately this was not successful. I also unsuccessfully sponsored an ordinance to require companies Broomfield contracts with to pay livable wages and benefits.Labor<ul><li>Overturn the Colorado Labor Peace Act</li><li>Regional livable wage tied directly to the cost of housing. Livable wage set at no more than 50% (ideally 30%) of the cost of a 2-bedroom apartment in any region in Colorado</li><li>Ensure school districts are partnering with the union apprenticeship programs in their career and technical education programs as possible</li><li>Incentivize local governments to ensure Best Value Contracting on all government contracts</li><li>Reform wage theft laws to strengthen protections from retaliation and enact criminal liability (including felony charges as applicable) for employers and their representatives who knowingly or negligently commit wage theft.</li></ul>Housing<ul><li>Limit the number of single family attached detached homes that any single for-profit entity may own in any region.</li><li>Limit the number of multi-family units that any for profit entity may own in any region of Colorado</li><li>Limit the number of residence that any single rental management company my manage in any region of Colorado</li><li>All local governments to enact rental price controls in their communities</li><li>Require fees associated with rental amenities to be overseen by an association of residents.</li></ul>Healthcare/Insurance<ul><li>Require health care facilities to be physician owned or not-for-profit</li><li>Explore state or regional single-payer health care</li><li>Explore options for a public home casualty insurance system</li><li>Mental Health services and reproductive care should be covered as preventative care with $0 out of pocket.</li><li>Explore ideas to make health care more affordable. Such as:<ul><li>Any Health insurance company operating in Colorado should be non-profit</li><li>Health Insurance companies should be regulated as a public utility with a cap on profit and/or executive salaries/bonus. This could be tied to a percentage of the lowest paid and/or median worker salaries</li></ul></li></ul>Food and Childcare<ul><li>Aggressively utilize anti-trust regulations to ensure that food cost are not manipulated by monopolistic activities.</li><li>Prohibit hedge fund ownership of childcare facilities in Colorado</li><li>Explore NM's universal childcare system that ensures universal access and mandates livable wages to providers</li><li>Prohibit surge pricing in retail, including AI based adjustable pricing schemes.</li></ul>Banking<ul><li>Establish a state-run bank</li><li>General purpose bank without excessive fees</li><li>Utilize banking revenues to establish a sovereign wealth fund to fund areas such as universal child-care</li><li>Require credit scoring models for state bank loans to prohibit medical collection data and limit the time frame when negative life events impact borrowers' credit.</li><li>In the absence of free in-state 2- and 4-year college degrees and trade schools, establish state student loans programs which are forgivable for teachers, medical professionals, in-demand trade programs, especially for those who serve in rural and underserved communities. Included in this is forgivable loans for medical professionals who serve in reproductive health fields, including abortion care.</li></ul>

There was a time where the state funded education and local property taxes supplemented those funds. That is no longer the case. Nearly 50% of operational expenses are now borne by local property tax payers. This is inequitable. Where you live determines the quality of your child's education!Broomfield is served by five different school districts. The largest of these is Adams 12. Nearly 50% of Broomfield students are served by Adams 12 with 36% served by Boulder Valley. I represent Broomfield Ward 1. This district is mostly split down the middle by Sheridan. BVSD on the west, Adams 12 on the east. The per pupil mill override dollars for Adams 12 is just over $2000, while in BVSD it is nearly 2.5 times the amount at $4,700. This is not the fault of either school district. And if the state had kept pace, those dollars would only for supplemental issues. Unfortunately, these funds aren't supplemental. They fund teachers, librarians. PARA professionals, etc. They fund the most basic of operational cost.We must fix this crisis. The legislature must find ways to adequately and equitably fund operational costs for every district, no matter the affluence level of the district!
